Exploring Possible Long-Term Community Uses with Transparency and Community Input

The Stoneleigh Community Association (SCA) Board of Governors is pleased to share an exciting opportunity for our neighborhood.

Steve McIntire, a longtime Stoneleigh resident and current SCA Board member, recently purchased the property at 6915 York Road, Baltimore, MD 21212 from the First & St. Stephen’s United Church of Christ congregation. The purchase includes the church building, parsonage, and adjacent land. The property directly abuts the Stoneleigh neighborhood.

Steve’s intention is to renovate the parsonage into a single-family home within the Community Association, while providing the opportunity to the SCA to consider purchasing the church building and associated land as a potential long-term community asset.

At this stage, no decisions have been made. The Board’s goal is to engage neighbors, gather ideas, understand costs and feasibility, and explore whether – and how – this space might serve the community over the long term. We are committed to a transparent, community-centered process every step of the way.

Important Clarification: Dulaney Day Preschool is not impacted

As the Stoneleigh Community Association (SCA) explores possible long-term community uses for the church building at First & St. Stephen’s, the Dulaney Day Preschool continues to operate independently and without disruption. There is an active lease in place, and no plans under consideration would displace or impact the preschool’s current operations.

After visiting the space or reviewing materials online you’ll be invited to complete a community survey to share your ideas, questions, and level of interest.

  • All responses are due by end of day on Sunday, February 8

Survey feedback will be compiled and used to develop recommended next steps.

Recommended next steps will be shared with the community and presented for discussion and potential endorsement at the Annual SCA Meeting.

Is the preschool at the Church being displaced or affected?

How is the SCA addressing a conflict of interest related to this opportunity?

The Board recognizes that this situation involves an identified conflict of interest, as a current SCA Board member owns the property under consideration. The Board is addressing this directly and transparently.

The Board is actively working on a proposed amendment to the SCA bylaws that will clarify how conflicts of interest are disclosed, managed, and resolved. In the meantime:

  • The Board is committed to transparency at every stage of this process

  • Any decisions related to this property would follow clear conflict-of-interest procedures

  • Community discussion and endorsement would be part of any future decision-making

Additional details about conflict-of-interest safeguards and the proposed bylaw amendment will be shared with the community as they are finalized for community review and approval.

What does a conflict of interest mean in this case?

In this situation, a conflict of interest has been identified because a current SCA Board member owns the property and has made it possible for the SCA to consider purchasing the church building.

A conflict of interest does not mean that any wrongdoing has occurred. It means that special care must be taken to ensure decisions are made solely in the best interest of the community, without undue influence or personal benefit.

That is why the Board is treating this with added transparency and is working to strengthen its bylaws to clearly define how such situations are handled, including disclosure, recusal where appropriate, and clear decision-making safeguards.
